How the actions of an anti-social minority damage our neighbourhood

Many of our void decks have facilities for the convenience of residents. These serve as open communal spaces for fellowship and bonding activities. Unfortunately, this scene is all too common.
A local resident emailed me – and the issues he brought up are pertinent. It illustrates the real problems we have on the ground – and the difficult choices we have to make. I have extracted our anonymised email exchange below and would be grateful for your suggestions:
Wishing all Singaporeans a very Happy National Day – and appreciating our founding generation
This morning, the Ulu Pandan branch visited Mr Choo Siu Heng in hospital to celebrate National Day with him. He is now 81 years old and and has been a volunteer and activist since the mid 1950s. He was banished by the colonial authorities to China in 1956, and was allowed to return to Singapore only after the 1959 General Election. Since then, he has been a regular presence at Meet-the-People Sessions and community events for more than 5 decades.

4th May Speech at People’s Action Party Rally for Holland-Bukit Timah GRC
Friends, ladies and gentlemen, let me start with a story.
Seven years ago, I took a boat cruise in Marina Bay and to Sentosa island and St John’s Island. On this boat, was Mr. Lim Kim San and the Minister Mentor Lee Kuan Yew. What was I doing with these 2 wise men on a boat?
This was the time we were trying to decide whether or not to have the integrated resorts with casinos in Singapore and we also trying to decide where to place these 2 integrated resorts. At the end of the cruise, as the boat came back to marina bay, this was before the barrage was built so you could sail into Marina Bay, nice sunset, and in front of us you could see the beautiful skyline, Shenton Way and the Singapore downtown.
